Suspected Somali pirates captured by the Royal Navy are being given fuel, food and water and sent on their way.
In three cases they were released even though hostages had been found on board their vessels.
The extraordinary revelations yesterday by Defence Minister Baroness Taylor will add to concern about the role of the Navy in tackling piracy.
In November it emerged that a Navy ship had stood by as pirates kidnapped British sailors Paul and Rachel Chandler. They are still being held and threatened with death by their captors.
Baroness Taylor said there had been four instances in the last year when heavily armed gangs operating off Somalia had been given supplies on humanitarian grounds. None of the 66 suspects captured by the Navy in the last year have been taken into custody.
One former Navy commander said the Navy appeared to be operating a 'maritime welfare system' rather than enforcing law on the high seas.
Mike Critchley, publisher of Warship World magazine, said: 'I feel pretty sorry for Navy officers these days who have to phone a lawyer in London before they are allowed to do anything.
'In the old days the captain would have been told to just go and sort it out.
'I am sure that word will soon get round the pirate community that even if you run out of fuel 200 miles off shore a large grey vessel will come and help you on your way.
'If we are going to make a difference then we have to shake a fist at people.'
Former Tory chairman Lord Tebbit, who has tabled a series of Parliamentary questions on the issue, said ministers had indicated privately that suspected pirates were not being arrested because of fears they might claim asylum in the UK.
Lord Tebbit said the Navy appeared to be hamstrung by the 'morass of human rights laws and political correctness'.
Lord Tebbit; welcome to the real world my friend, you have just now managed to figure out what has been killing every aspect of our nation, its prosperity, and its security across the board. I would advise you to start being just a tad bit more vocal than you people have been if you want to have anything to do with the future of this nation as well as not being held accountable as accomplices to her destruction. By making these public statements you can be forgiven for your silence but will only be welcomed back into the ranks of the sane when you prove that you have the courage to fight for Great Britain’s future without fear of the PC you yourself have identified as being such a major threat to our society. For far too long, either through silence, or outright denial, you people have allowed the rest of us to be slowly killed off by the rampant and undemocratic advances of the neo-Bolshevik swine in Labour. You have the chance, the duty, and the time to still fight for your country; I suggest that you take this opportunity with same blood invested as the rest of us commoners.
Anne the Baroness Taylor; what a silly little creature you are. There are women who are fit to lead the uniformed services, it has been documented time and time again; you are not one of those women. Like every other neo-Bolshevik Labour rat, you represent nothing further than your own political interests and do so at the expense of everyone and everything around you. How a nation could place its national defense into the hands of a selfish, treacherous, incompetent, an emotionally driven Marxist like you is beyond me. Have no reservations my touchy feely friend, your days of running our most precious national resource are at an end. The nation will no longer tolerate such ridiculous and dangerous follies by our own leadership. G-d help you if the Chandlers are killed. We the people will hold you responsible for their deaths.
I would like to urge all people across Great Britain to hold out and not despair. The madness will soon be closing shop and the people will once again be in firm control of the destiny of Great Britain. The Tories must understand that there will be NO repeat of the politik as usual as it was put on by Labour; we will not allow Britain to take one more step back. Cameron may feel confident now, but we must put his feet to the fire and keep him constantly reminded that this two faced selling of our nation to the third world and moral depravity will have no place in England from now on. We must stay together and invest everything we have if we are to rebuild this nation for generations to come.
